Contract Description:
The Yakama Nation has actively managed fish and wildlife on their Tribal lands for over 50 years.  During this time, wild and artificially produced spring Chinook (Oncorhynchus tshawytscha), fall Chinook (O . tshawytscha), coho (O. kisutch), and steelhead (O. mykiss) in the Klickitat Subbasin have been managed to ensure their long-term existence and to provide fishing opportunities. This is an effort to mitigate for the loss of fisheries due to construction of the Columbia River hydroelectric dams. The Klickitat Hatchery, Lyle Falls Fishway, and Castile Falls Fishway were built as part of that effort to mitigate for lost fishing opportunities. The operation of the three facilities by the Yakima/ Klickitat Fishery Program (YKFP) was previously operated by the Washington Department of Fish and Wildlife and was transferred to the Yakama Nation in December 2005.

The YKFP employs artificial production to re-establish, supplement, and/or increase natural production of anadromous salmonids.  Artificial production also provides harvest opportunities. Hatchery practices are designed to maintain the long-term fitness of the target populations and to minimize/avoid impacts to non-target species.

The Klickitat River Operations and Maintenance (K-O&M) Project serves as the project to fund staff and support O&M of existing YKFP infrastructure and recent upgrades to the basin's  fish passage facilities. Klickitat O&M will also be used to support small-scale project construction and maintenance associated with Klickitat M&E, KWEP, and Klickitat MD&H.

The extent of K-O&M funding for upcoming hatchery facilities has not been negotiated yet.   Consultation between YN and BPA regarding O&M funding allocation, relative to existing NOAA Mitchell Act funds, will be determined in advance of new hatchery facilities coming online.
